Well, I'm going to put in a 0.5c for the consumer - I frequently ask (politely) for discounts/deals/stuff when buying big ticket items. Most of the time I get politely declined, and then I happily pay full price. Sometimes however, I get a good deal and will then usually go out of my way to ensure that business gets my money when buying subsequent items.
But I will put a Dollar in for the shop owners - I always ask politely (never demand and never rudely) and people who want to be cheeky and ask for a deal should be prepared to either:
Politely take their business elsewhere
or
STFU and pay the price.
