There is no other side of the white line, either rocks on the way up or over the side on the way down.
I drive, motorcycle and occasionally cycle up and down Dyers Pass Rd, and when it comes to being held up cyclists are only one of many obstructions, and not the most annoying.
I've been held up by all sorts of vehicles going up and down the road, including cars and trucks while cycling uphill, and if the police are going to be at all fair about this they should be ticketing cars obstructing other road users (including cyclists) when driving downhill at 35kmh on a 70kmh road.
I do wonder at the mentality of knowing there will be cyclists on a particular road, then getting upset at encountering cyclists on said road, people just need to get over themselves really.

Many years ago as a competitive road racing cyclist who trained in excess of 250kms per week around the roads of the peninsula myself & the guys I rode with ( some of which went on to be NZ reps and Olympic & Commonwealth medal winners) would never use the lower section of dyers for anything else than coming down off the hill; Heading up was always via Hackthorne Rd just due to the mere fact of minimising the chance of obstructing or annoying other vehicles....even once past the Takahe it was single file.
Half the pricks riding the area these days are just show ponies and arrogant bastards that if it came to the crunch couldn't push a hot knife into butter let alone ride competitively

The road needs to he closed to vehicles or closed to bikes going up, or a separate bike lane, sealed, created. There is a track beside the road that could accommodate this.
Down is fine. You still get dicks, but they are faster dicks.
Even heading to Lyttleton is better done in the other direction, as is coming up the other side as you are against the cliff less.
As for blocking the road and cutting corners, happens every day.
Even if you are patient some dropkicks take it as a sign you don't want to pass and pull out, cut corners or go even slower.
And yes you get trucks up there....who pull in where they can.

You Sir are a true NZer and prob the sort of rider that would look over their shoulder and acknowledge a vehicle is approaching from behind you and make a minor adjustment to your course/cadence to assist. These types of cyclists are the ones you give extra room as coutesy, prob more than 1.5m and slow a little.
Note you say years ago, eg before the pack mentality that has developed these days and a false sense of entitlement. The show ponies of today are behaving like a 1%er gang but without the cool tattoos or parties with naked sheilas running about (I assume).
Your right about fitness levels, lot of the local club members here who insist on disrupting an industrial area and the expressway once a month are mostly fatties. I think its a singles club in disguise for the midlife crisis crowd.

lol wasn't a problem, note I did say "in excess of"and that was just hill work, didn't include training circuits on the flat or 40,60, or 80km race on Sundays plus the only form of transport used for getting here/there & everything in between....500km weeks would've been nice

NO license is required. NO test to certify competent operation of one is required. NO owner details need be provided to purchase of one. No LEGAL requirement for outward identification of said vehicle/owner is needed.
What many fail to realise ... those in possesion of a drivers license are Legally required to carry it (subject to a fine if they do not) Regardless of the vehicle they are operating.
Those not in possesion of such/any identification CAN be HELD IN CUSTODY untill their identity can be estabilished.
