Looked good when the talk started to go about powervalves.

Not had experience with an RGV, but my CR and KR1 did similar things when the powervalves were malfunctioning and ended up stuck in open position.

What style powervalves do they run?

VJ21 runs a two stage (closed and open). Cable operated via servo.

First step is probably verifying the servo moves em then, does it cycle on key-on?

That's a bit ass backwards Drew
the VJ21 was single stage. ie Open or Closed

    the VJ22 was two stage.
    Closed open and Middle.
These gave more trouble. As they had more parts.

Yeah, unless it has an aftermarket CDI. Some reason they will often not do it. Or a sketchy battery.

Closed is one stage, open is the other. VJ22 was marketed as three stage.

    You better tell Suzuki.
Because I have never seen a reference from them anywhere on the net.
Plus I just googled as well
    Edit I found one.
