You're misunderstanding. Original means manufactured for the bike at time of manufacture as original equipment. Modify means changing the original bike not individual components.
You modifying the pipe isn't what we're talking about. If you've changed the exhaust from the original and the above rules are breached, then it's not LAMS compliant.
If you get the right officer, that does know what they're talking about (and amazingly, some ride!) then the outcome would be quite easy...

As far as the rest, members, please post up if you've ever obtained a warrant on a bike you didn't hold a license for. The testing people have no interest or authority in licensing issues, period.
Looks like SimonC is basing his price on the Australian market for these RVFs as they seem to be selling over there for a pretty penny.
I know good ones are hard to come by, but $8.5K ? i have a mint original one never been alterered in anyway and would be over the moon to get what he is asking, but this is NZ and the market is not here for that sort of money Yet, if ever.
Bikes just dont seem to be selling well in NZ here now, is it because bike regos are still far to high, and car regos have dropped hugely making it more viable, for people to get into the car market, my guess it is.

But I DO know that on many occasions ... friends have mine have taken a motorcycle for a WOF. Without a license class held for that bike.
NO issues ... they test the vehicle (THAT .. is their job) ... not the rider.
