The "President" - doesn't matter who holds that "office" - is the head of the military and so as a more senior officer is saluted and salutes in return... shall we say the "office" returns the salute.

I really don't know. I think because it is a military protocol which I don't think he has the right to use. I'm not even ex-military myself so It's not like it's personal to me. Just one of those things.

According to this from The Florida Times Union, Ronald Reagan is responsible for the President returning the salute... made for interesting reading...
