There is no requirement under the Constitution, under House Rules, or House precedent that the whole House vote before proceeding with an impeachment inquiry.
As you know, our Founders were specifically intent on ensuring that foreign entities did not undermine the integrity of our elections. I received your letter this morning shortly after the world witnessed President Trump on national television asking yet another foreign power to interfere in the upcoming 2020 elections. IIRC that trump quote came in the aftermath of the Marjory Stoneman Douglas High School shooting in Florida. It transpired that there was an armed cop on duty but he had not entered the building. In fact when the neighbouring police force arrived they were incredulous that none of the sheriffs deputies on the scene by then had yet entered the building.
Trump, a five time draft dodger, famous for having heel spurs, and who hasn't run anywhere in decades, said he would run in to confront the gunman even if he was unarmed.
Strangely, I can only imagine him charging anywhere in a golf cart, but definitely not toward danger.
