If the latter statement were true, precisely what "orders" do you think Putin has been giving to Don ?
I mean, I could imagine something along the lines :
Syria : Withdraw US troops, release the oil fields and stop supporting terrorist factions with weapons.
Iraq : Honour the Iraqi government request and withdraw US troops.
Venezuela : Stop the financial sanctions as well as restrictions upon medical aid.
Bolivia : Stop facilitating coups to overthrow an elected government.
Russia : Stop the US for withdrawing from major weapons treaties.
Stop directing NATO to position missile systems in neighbouring countries.
Stop financial sanctions and resume normal trading relations.
But No. Don doesn't seem to take any of those actions.
In fact, it's been the complete opposite. He seems to be ignoring Putin completely.
It's almost like he's taking orders from another party (or parties).

There's a reason Trump won't release his financial information, one explanation is that the Russian oligarchs own him. Past statements by his sons tend to support that theory.

Strangely enough, I recall Don having earlier made a campaign pledge to withdraw a portion of US troops "and bring them home".
But Yes, you're factually correct. He did withdraw a small number of US troops from eastern Syria (across the border into northern Iraq), only to then change his mind a month later and reinstate them into Syria. I quote:

Yes, I should have said "ignoring Putin's orders completely" for sake of clarity. But I assumed readers would understand that, since that was the topic of the post.
Why Don should believe Putin more than his own intelligence advisors is obviously interesting. It's probably due to those old KGB mind games that Putin is said to practice.
4. Ukraine Interference in the US Election
I believe Putin stated in an interview he believed it was Ukrainian oligarchs (who may have donated money to the Trump opposition):

A small distinction, but it highlights the difference between the (actions of a) government of a country and those of its countrymen.
Perhaps important to make the same distinction for Russia as well. Accusing Putin for all the actions of its oligarchs (especially since the Russian oligarchs were active through the 1990's - during the financial pillage of the Russian economy - and Putin did not come into power until year 2000).
5. Oleg Deripaska

Oleg Deripaska's RUSAL aluminium company was (is) involved with aluminium supply to the US. Don imposed sanctions on RUSAL, only to be forced to reverse his decision barely two weeks later (because of the adverse effect of those sanctions on the operation of key US businesses):
