You could also use ImageReady, my choice, which comes with Photoshop.
I'm sure there's a heap of programs out there, also ones which can import avi's, quicktime or divx's etc, and let you pull out a few frames to use for an avatar.
Save it as an animated gif and you are sweet.
If you look at my work website www.hmif.co.nz, theres an animated gif of my scanning camera. I created that in 3DStudio Max R3, and exported as an avi, opened into ImageReady, stripped out a few frames, resized it, and exported it compressed into a useable size.

its easy curious george, come around to my place sometime dude, i aint done it properly in YEARS, but it just gets easier and easier, paintshoppro7 is piss easy for the photo ones ive done.

It is super easy when importing video......just import, it will create the slides. Then delete the ones you don't want and play with the ones you do (timing etc) then the trick is to choose 'Save optimised as' and save as a gif.
Otherwise....choose new and add the slides individually - however it is much easier to start with a video.
You can rip other animated gifs off and play with them.
