    probably the people that like nice round numbers, probably a bunch of ex-pat brits who are used to 60 mph speed limits for country roads (which is what NZs roading realistically is)

    and then eventually some politician who was given control, who closed his eyes tight, moved his finger around on a bit of paper, slammed it down to randomly pick one (as it seems most major political decisions in this country are made)
