As a pure hypothetical - if everytime a wanker couldn't merge, they got pulled over - would we see an improvement in merging behaviour?

Happened to me twice tonight on the way home. I just dropped back, let the driver weave through traffic and then in both cases simply went past them as they got stuck in the wrong lane approaching roundabouts. And that wasn't by lane splitting, just calm riding in commute traffic. And I made it home 1) alive 2) not ranting 3) without needing to spend 40 minutes downloading gopro and dicking about with youtube.

Trouble with videos is that you can edit them to make yourself look like a saint and toss out all the bad bits. It does not show what was going on before hand and he may have been a perfect twat lane splitting and cutting in front of her causing her to react as she did.
