Appreciate all the comments - turned out to be WSD (web services for devices) automatically installing itself. A neat tip from Microsoft was to create a registry entry that prevents WSD for installing - but this has to be done before upgrading. But you don't know WSD is going to cause a problem till after the upgrade...

Interesting. I don't have much experience installing printers in 10, but you can certainly manually control the installation of printers in around 5 odd ways, right down to create the port and loading the driver separately, then linking them all together.
