PI would be cheapest and it's a great track, as in one of the very best. Definitely not one of those glorified Go Kart tracks. I was tempted to try Sepang but rain is frequently forecast to arrive about the time the MotoGP race starts so... Some places in SE Asia the arrival time of the rain is very predictable during the wet season, not quite so much at KL apparently.
About Hugh Anderson, his book is available, many bike shops were selling it. Unfortunately I can't access mine because I lent to it Shaun before he had his accident. I only hope he recovers enough to read it. I'm pretty sure Anderson raced his Nortons here when he was riding AJS and Matchless in Europe. It didn't occur to me that he didn't race them whlle on a Suzuki contract?
In answer to another comment; Anderson didn't retire from road racing when the factory did. Things had changed within the team and the way it was run. He had been in the habit of doing a lot of work on his bikes with the mechanic, and using his own engine and gearbox settings rather than those specified. When the factory put a stop to that he decided it was time to leave. With the casualty rate among riders at the time it was probably a wise choice.
