The change is to the Bylaws ... not the law. This made me laugh ... And remember, the beach is a road, all the road rules and the law still apply in these areas.
Police enforce laws ... not bylaws. It will be up to the relevant council to take any (legal) action against a person/persons breaking those bylaws.
I have been accused of breaking of bylaws, regarding driving heavy vehicles in town areas that Councils have banned heavy traffic. In my case ... Police did not take action against me. If no laws were broken, and no damage or reckless driving/damage is (being seen to be) done ... they can't charge you.
They CAN prevent vehicle access onto Council owned land. (locked gates etc) That is legal.
The key words are "Where Public has Access" ...
