Quads would surely come under the "recreational driving or driving for the pleasure of driving is not allowed..." restriction. A quick read and it seems you prob could still take your road registered motorbike as the quad bit kinda implies they are really just banning full on motocross and beach hack bikes.
One of our advocacy groups needs to whip their arse in court... surely its beyond their powers.
