Why doesn't everyone just park on the footpaths like we used to and they do in civilised cities like Paris & Melbourne....

I would hardly describe Aussies or the French as "Civilized"

They are compared to WCC. Riders used to park their bikes on Boulcott Street. Council officers would nail them with tickets, and hand out "failure to display rego" tickets to boot, unless your rego was exactly in the "correct" spot.

Council don't like bikes on the footpaths, even Boulcott Street which is at least 5 metres wide and the bikes only took up 2 metres.
