IIRC the target was 100,000 houses in ten years.
10,000 houses a year
Allowing them a while to get up to speed, some 1,000 houses a month.

I don’t think they even did that much calculation, more like think of a number and double it. Of course it’s possible they had been drinking and it all sounded pretty good at the time.

You don't seem to quite understand where you live. New Zealanders have a huge reputation as travellers. Offhand I can't think of any of my friends who haven't travelled the world either when young, in later life, or both. Many of the people I worked with had done so too. Some of the earlier travellers eventually made their life in Canada or the US permanently.

The 'big OE' is still a thing despite British restrictions on immigration making it more difficult.
