The homelessness I saw in London in '94 was mindboggling and it has got worse since then, not least due to nine years of Tory "austerity", so yes. A large part of the problem was people heading south looking for work so the homess population was constantly turning over. I think the current buzz word is 'churn'.
In the West End, among the theatres with the big shows, the cafes that cater to the post show crowd were selling potato and gravy for a quid to the homeless during the day.
