Socialism, however CAN exist in a Free Market Capitalist state.
The moment that both countries stopped being Communist by allowing private enterprise (which is in direct conflict with the fundamental tenant of Communism) they changed into a Socialist state.
If it makes you happy - the Communist party is still in power, but a Communist country, they ain't.
