If they are legally dressed (wearing a crash helmet) ... They can't be found at fault for being involved in an accident ... they didn't cause ...

Although ... some injuries they incur in that accident ... might have been preventable. Preventable accidents are not illegal ...

But ... ACC will STILL cover their medical costs ...
