Lots of bikes get written off. It just means they are not economic to repair to a level near new.
But the question is how they have been repaired. Obviously that can vary greatly.
And obviously safety comes before cosmetics.
There are plenty of slightly scruffy but safe ex write offs made from parts from other bikes but they all got assembled from nothing at the factory and the parts didn't know each other.

If Imported bikes come into the country ... they are required to go through the Vin/certification process before being legally allowed on the road. If there are any issues with the safety of the bike ... any issues would/should be picked up then. If issues are NOT picked up ... either the inspectors are not doing their job ... or the Vin process is not doing it's job.
I have seen restoration work done on motorcycles that beggar belief. Rusted twisted hulks turned into shining examples of the marque. Visit any vintage car/motorcycle club ... and they'll show you the before/after photos ...
There are more issues with motorcycles already in the system not being roadworthy ... than the one or two "Imported previously written off" ...
As already stated ... written off usually means uneconomic to repair. Not necessarily unable to be repaired ... or unable to find replacement parts.
