    White specs on inlet valves?

Pulled the head on my 650 BMW as its been blowing water out and compression was down to 100psi.

Noticed the valves have white specs on them but not exhaust, is the remaining coolent?

The white specks are probably coolant. The exhausts run hot enough that they don't mark like that.
From my experience with the 650 BMW's - limited to a very highly stressed example - I'd check the liner for cracks.
The barrel isn't particularly strong or stiff. Over bored or high mileage they're known to crack the liner.
The liner may also have settled in the barrel.

There looks to be an area at the front of the barrel where the gasket has burnt through and can see a burn mark in the water jacket. Straight edge looks like the head is a bit warped. Its got 32ks on it.

Had a quick look and the liner looks to be in the right place.

Good point on the white specks. They just wiped off.
