If we close a border to arrivals, then anyone who arrives needs to be put straight into monitored isolation. They managed to do it with the first repatriation arrivals going straight from the airport into a military camp.
    After that it all fell on its arse when others arrived, were not even checked (I know several people who arrived and were NOT checked).
