There is a technical and a practical answer to this question.
On the technical side, Joe Biden has already amassed sufficient delegates - and then some - to be the Democratic nominee for president this year. This is because states have now held their primary elections for president, and Biden was the overwhelming choice for Democratic voters. People can quibble that the primaries were effectively uncontested, turnout is generally low when the incumbent being re-nominated is considered to be a sure thing, and most Democrat-leaning voters didn’t apprehend Biden’s condition until his recent disastrous debate performance. But ultimately, none of that matters, because Biden has already won the delegates and there is no “do over” clause in primaries. While delegates theoretically have some discretion to vote for someone else, broadly speaking, they are bound to Biden. This means that Biden himself is really the only person who can realistically end his campaign, and the Democratic Party doesn’t have the right to force him to do so just because they’re having second thoughts.
Then, there’s the practical aspect: if Democrats thought they had an obvious choice to replace Biden on the ticket, they would be making things intolerable for him right now in the hope that he voluntarily stepped down. But such a candidate doesn’t exist, and while it’s possible to come up with scenarios whereby a lower-ranked Dem steps up, proves their presidential mettle, and blows away Trump in November, it’s equally possible to imagine all of Biden’s hypothetical successors bombing in the national spotlight and/or proving unable to appeal to the middle-of-the-road voters a candidate needs to capture the White House. Lots of governors and senators imagine that campaigning for president is just a higher weight class than what they’ve competed in previously, but the truth is that there’s nothing like it, and plenty of candidates who are great on paper (and Democrats don’t even have one of those right now) falter. I personally thought that Kamala Harris was the likeliest candidate to emerge from the Democratic primaries in 2020 based on her resume and the boxes she checked for voters, but we all know how things went in reality, and she’s continued to underwhelm as VP. The fact that she’s probably Democrats’ best option to replace Biden on short notice also explains why Biden is being gently nudged as opposed to forcefully pushed to drop his campaign.
