This is apparently at variance with the facts. At his retirement Walz' appointment was Command Sergeant Major similar to RSM here. On retirement Guard NCOs revert to the last rank they held for three years. In his case Master Sergeant. There is no disciplinary factor that's just how they do it. In this country we would say he was acting CSM, his substantive rank was Master Sergeant.
He had retired months before the unit received notice of deployment within two years. He would likely have given notice of his intentions a month or more prior to that.
