I think you are referring to:

Article II, Section 1, Clause 7:

The President shall, at stated Times, receive for his Services, a Compensation, which shall neither be encreased nor diminished during the Period for which he shall have been elected, and he shall not receive within that Period any other Emolument from the United States, or any of them.

or

Article I, Section 9, Clause 8:

No Title of Nobility shall be granted by the United States: And no Person holding any Office of Profit or Trust under them, shall, without the Consent of the Congress, accept of any present, Emolument, Office, or Title, of any kind whatever, from any King, Prince, or foreign State.

TL;DR - No, the Constitution doesn't say that. This was a view that lower courts adopted and was subsequently overruled

Trump can do what he likes, anyone who comes up against him gets fucked over, one way or another, with all the sycophantic hangers on doing his bidding in the hopes that some kind of recompense, money or otherwise, will trickle down to them. The thought occurs that the redneck knuckle draggers that vote for Trump are unaware of what's coming. The Democrats are warning of massive cuts to Medicaid. It seems though that Medicaid is administered by the states, each of which has its own name for the assistance. Names like Denali Care or Apple Health may not immediately be identified as Medicaid. The rednecks aren't worried about losing their healthcare - and their hospital, because they are not aware they actually receive Medicaid by another name. We'll see.

Back in February Pam Bondi, Trump's US Attorney General, said the Epstein file was on her desk awaiting her review. Today she said there is no Epstein file.
I can't help feeling the word "now" is missing from her latest announcement.
