The US already has a base in Greenland. There used to be others but the remnants of those are just rusting away.
Global warming is already affecting trade routes in the Arctic with more to come. Scientific research is needed but US Govt science resources have been crippled by Musk and his DOGE crew. The US is also waaaay behind in ice breakers, hugely outnumbered by Russia.
Trump's mention of the Golden Dome seems exceedingly optimistic. He was impressed by Israel's Iron Dome and thought the US should have something similar. The US including Alaska and with Canada covers a huge area compared to Israel. That thought doesn't seem to have occurred to Trump.
