Exactly. There was research years ago in the USA that showed it was relatively rare for a newspaper publisher to instruct editors what to print. The editors tended to print what they thought the owner would want, so the owner didn't have to interfere.

Now some of the world's major newspapers are owned by Internet billionaires rather than people with a history of newspaper publishing. God knows what's happening now, but human nature being what it is, there's probably no great change.
