    Mudguards and WoFs

Twice recently I've had people turn up on bikes with no front mudguard. Personally I think it looks goofy, but they love the minimalist look.

Each have insisted that it's legal as they have a WoF. In each occasion that WoF was issued by a local bike shop.

Thing is, it's not. The Virm refers.

What's it with bike shops issuing WoF to bikes in contravention of the Virm?

Probably the same shops that issue WOFs to Harleys with straight pipes

    the rules look pretty simple.
there would be vintage stuff that never had them maybe with a loophole like the horns lights etc but i guess none of those are showing up to rider training

It's like the custom bikes that look unfinished without them, it just looks dumb and marks them down as a poser

Was the mudguard on them when it went for the WOF ?
"If you can make black marks on a straight from the time you turn out of a corner until the braking point of the next turn, then you have enough power."

Yes in both cases. One was a show bike the dealer tricked up for promo purposes, then sold. After issuing a WoF to it, without mudguard.
