Used to think British comody was easliy the best, all the shows already mentioned (and I'd add The Royale Family) but some American sit-com are also excellent, Scrubs, Frasier, Friends, Family Guy, Simpson........ remember MASH? The biggest problem I find with the American stuff is they either flog it to death (ie they don't realise when they've run out of ideas) or they mainstream it and "tone it down" to suit a wider audience.
For stand-up comedy there's Billy (of course) but Ben Elton has also had me in stiches. From America, has anyone seen thst "Blue Collar Comedy Tour" which is shown on SKY from time to time? It features four really funny American (southern) stand-up comedians.
