Well I reckon it's that they don't care what you ride because it has little or no impact on city parking or traffic.
They want to know the number of cars so they know if they have enough parking spaces and such.
To clarify this, the census form actually specifically asks you what vehicles excluding motorcycles, do you have.
I wonder why they would specifically ask you to not state motorcycles?
