I'm shocked that the Council contacted your work - that is a clear breach of the Privacy Act. You should complain to the Privacy Commissioner and you might even get a small payment from the Council as compensation.
However you'll have to satisfy the Commissioner that a Council officer contacted your employer which means you need to know who rang. It might have been anonymous just a voice saying they were from the Council.
Noise complaints are very difficult and often subjective problems. I recall a problem where an exterior heatpump motor drove the neighbour up the wall. Not particularly loud but incessant and at an annoying pitch.
In the end the homeowner removed the heatpump rather than have a war with the neighbour.
