I just had a really novel idea after reading about the strengths and weaknesses of the stalker unit. Not that it's got anything to do with the technology itself but what if we all decided to obey the speed limits for a month - and managed to get all the car drivers on board with the idea too - none of the police would be able to hit their 'quotas' for speeding tickets and Helen's Xmas party fund would be fucked. Could we obey the speed limit's for a month to make to Govt look silly?........Nah, doubt it.

Thats why I only ever issue tickets when its a one on one situation or when the fastest vehicle is so fast that you can visually see that it is moving quicker than anything else in the radar beam. Not all cops are robots, some of us actually know how this stuff works and carry out our duties with that in mind.
