Sounds to me like the main problem you had was riders not coming off the track at the end of their session / when flaged off. This is just a suggestion but at the 'motott' trackday on 28july at taupo, everyone lined up at the pit start line and noone was allowed to go on untill everyone from the last group had left the track. This worked very well and would also work for people continuing under red flag, as they would very shortly be the only person on the track and could have their law breaking arses kicked off for it.
