It's non-correlated with the origin. It is purely for blood typing stats, and isn't linked to the child's name, except on the individual hospital discharge form which needs a court order to be disclosed to anyone other than parents, or in later life, the child.

This plan is altogether more sinister because it will profile kids at an early age and most likely lock them into an education and socialisation process, with the goal of creating a certain type of society.
