That means the store scales aren't that accurate but properly adminstered it is accurate. Skin fold testing is the next best most comprehensive method.
Incidentally average bodyfat contents considered to be healthy are in the range of;
15-20% for men
21-26% for women.

Having too little bodyfat has as many health issues associated with it as having too much.
