You have to understand his position.

He is of a culture that traveled in inhospitable areas with nothing but their camels for relief. After a few centuries of four legged companionship then it is only reasonable that the mere sight of a pleasing contanance would turn their head. It helps if it is a woman too but not a necessity.

They have to be able to put the blame somewhere so that their favourite camel wouldnt get jealous.

Also from my understanding their faith doesnt put any restriction upon women except that heads must be covered whilst worshiping their god.

Its only local customs that have been translated into religious beliefs that has evolved into the various coverings.

Check out all the different levels of covering throughout the muslim regions. They vary from the full head to toe to just the hair.
