    Road includes—

    (a)A street; and

    (b)A motorway; and

    (c)A beach; and

(d)A place to which the public have access, whether as of right or not; and

(e)All bridges, culverts, ferries, and fords forming part of a road or street or motorway, or a place referred to in paragraph (d):

(f)All sites at which vehicles may be weighed for the purposes of this Act or any other enactment:
So is there anywhere you're actually allowed to ride an unlicensed off-road bike? Even on a private farm, the public can jump the fence ...

Is a closed-off designated area (like an MX track) the only option?

Apparently not. Even an MX track - since you are in there, public have access

But would the police have trouble proving it if they were to charge someone for a traffic offence?

It's "have access" not "can get into if they try hard enough".

EG. a cop can give you ticket on your driveway, unless you have a chain or locked gate accross the front ot bar access. Of course every cop will disagree, not just with me, but with each other. Seems they get there interpretation out of different weetbix packets.
