I like it, but I believe a similar system is already in use for the Central London Congestion Charge, they scan your plate, compare it to a list of cars that have paid the fee for the day, and then either ticket you or ignore it.

Trialled something similar, but less sophisticated, a few years back in Auckland.

We used it to determine origins and destinations of motorists on the motorway for traffic planning purposes. I have also seen a system that can be fixed into those wee road studs and will do the same job.
