The thing is, alcohol on your breath does not mean you are drunk - you could have sampled a taster of wine in the supermarket! As the cop who breath tested me once said, it was just an indication that I had been drinking - it did not indicate how much. I must confess I'd panicked as I'd ha two glasses of wine with dinner and hadn't been drinking for about four hours, but the last drink I had was a neat whisky. Thankfully I passed the next breath test, but it just shows how long alcohol stays on your breath.
Unfortunately these devices would be by-passed pretty quickly and I guarantee there would be someone willing to start a drunk bastard's car for them for money. There will always be people who drink and drive and until they kill themselves or get too old to drive, nothing will stop them. The ones who would use these types of devices aren't the ones who would drive drunk in the first place.
