That is because they have very severe punishment for crime.... punishment - a concept lost in NZ with all our politically correct systems in place. I've met many a crim in NZ and it's just a big game to them... lawyers are free... judges are soft... prison is a holiday camp with free food, and as much sex and drugs as you need.
In Saudi Arabia if you steal, you get your hand cut off. Death for serious crime (rape/murder etc).

The trouble is, a lot of the "petty" crime is caused by a small selection of individuals in each area. Local cops know this and, no doubt, do what they can, but, in cities and larger towns, there just aren't any local cops, any more.
