Policing should not be about 'revenue collection'. If the directive was to keep solve crimes instead of targeting mobile cash cows resources could be taken away from highway patrol and given to the real coppers. Hell! they could clean up South Auckland before it becomes a war zone.
If councils were privatised a simple building permit could be dealt with within a week instead of disappearing into a black hole for months.

I would have no problem with this but unfortunately it is a pipe dream to think that it would ever happen.
When senior positions are a political appointment there is a filter down effect.
When the government (any government) needs to distract the populace, they bring up the always sensitive subject of crime.
When the number of people employed to control the population internally far exceed the number of of persons charged with defending the country from foriegn threats, there is a problem.

My sympathies are with those of you who just wish to get on with a job but even in Roman times the police force of the time the Praetorian Guard were ruled by their political masters.
As an aside.
Through my interset in history I find it very interesting that all the so called great civilisations have waned as the forces employed to control their populations have waxed.

Based on your above comment you would be ecstatic if the traffic cops dressed in a different uniform, drove cars painted in another colour and only did traffic - that way you could see that 'real' cops weren't being 'wasted' doing traffic stuff.
