You need to be an admin of your PC.
Click start bottom left of screen, choose run - run box opens.
    Type gpedit.msc hit enter
    Now editing local policy.

Go to "user configuration" - "administrative templates" - "start menu and taskbar"
Bottom right - "Hide notification area"
Double click to edit, make it enabled - apply.
    Logoff, logon
    No more notifications.

You did type gpedit.msc not misc.
That is your local policy editor. Should be there, built into all XP machines. The only thing I can think of it may not be there on Home Edition, don't have any here to test with. But I thought it was.

Checked it out, home edition doesn't have gpedit, just XP Professional

So instead try this - from Microsoft - should work - close regedit when done and logoff then on. If you don't like result just change the 0 to a 1 in the registry to turn back on.

To Disable The Notification Area Balloon Tips
    1. Click Start, click Run, type regedit, and then press ENTER.
    2. Navigate to the following subkey:
    HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Explorer\Advanced
    3. Right-click the right pane, create a new DWORD value, and then name it EnableBalloonTips.
    4. Double-click this new entry, and then give it a hexadecimal value of 0.
    5. Quit Registry Editor. Log off Windows, and then log back on.
These steps disable all Notification Area balloon tips for this user. There is no way to disable balloon tips for specific programs only.
