yip just rearrange the bikes every 40 mins or so (if you take up like 2 car parks etc. Maybe take away coffee's and sit in the sun outside his shop. Man i hate guys like that.

maybe buying a bunch of chips deposit a hair in it.. take it back, get another lot, deposit another hair, take it back demand a refund during a busy dinner rush would really stir something?

I think I'd be too worried about Mr. Warden putting greasy, chip finger prints on my bike, to be able to eat. I guess we could have shifts organised to watch the bikes hehe, I'll take the first one.
