That's a big question.
You'll have to narrow the field a bit: budget, capacity, intended purpose (race or commute?), two-smoke or four, gears or not, etc. etc...
... and that's what I think.
Or summat.
Or maybe not...

A 50cc Suzuki/Honda/Yamaha scooter has to be the best. Price wise they'er not too much more expensive than the cheap knock-off's. Unless you want to hit the open road you won't need a bigger scooter, and if you do, you'll need at least a 150cc.
All that aside, a second hand scooter is the best kind.

yeah, i was thinking 50cc as i only have my learners car liscence...
i heard that suzuki sepia's (zz) and sj50 are the best whats you peoples opinion on that?

How is that a bleepin' scooter? Wheels too big, not a step through, engine & trans clearly not one unit...it's motorbike.
It depends what your criteria are but the best scooters all come out of one Piaggio-owned factory or another....assuming we're talking new scooters. If you want the real deal, it has to be a Lambretta.
A Street Magic IS a 50cc. Ive got mine kitted up with a racing CDI and aftermarket pipe, with medium rollers Im doing 75-80kph. Have a look at www.bikepoint.co.nz or tardme and put Street Magic as a keyword or TR50 as they are otherwise known.

If you're looking to go cheap I would consider a 2nd hand Honda Dio. Quicker than most, especially new 4 stroke 50's. Later ones had a disk brake at the front, enough room under the seat to store a full face helmet. Anywhere from $700-$1100 for a tidy one.
