    Exactly. I'm not sure if they are allowed to unless of course the dog is a stray. Perhaps he was trying to get the registration number.

    Last year while at Otama Beach, Judith Tizzard (The Clark Sisterhood) was walking her Beagles along the beach with no lead. Not that I give a shit but I got told off the day before by a ranger. I let my dog go so he could have sexy time. He did.

    Try using fishing line for a lead, I have a 38kg lead with a snap swivel on to connect to the dog's coller,(dog's only 20kg so no problem there) and even standing next to the dog the lead is vertually invisible but is always under my control. That way next time you meet up with lard arse you can claim this is the lead you always use went walking your dog and if he had taken the time to approch you in a civilized manner you could have showen him this.

    But seriously, that's a good idea but I prefer that my dog has some freedom when I walk him. Don't penalise me because of imbreeds that can't control their dogs.

    I think they are saying you should confine so to avoid dog wandering. Just has not been written well.

    So you can't even let the dog off the lead in a park?

    I think that is a shame over here. Not the case in UK other than use of muzzles for certain breeds. I suspect it is because they dogs are registered which from memory may not be the case in the UK because they have a system for strays......I think dogs are allowed off the leash on beaches here depending on the Bylaw.

    I ate dog once. It wasn't too bad, really. Handy food source if you have a lot of them around. Beats running about in the open, using up energy chasing warier game animals.
