I don't know the area, but is there any other way to get a bike in there other than over the footpath/ped area?

If that is his major concern then you can get rid of it by using another entrance?

On that note i'm trying to contact the bicycle group (yer, theres one of them) about who they pestered to get the cage installed and so forth i found their website the other day
