Once again, you and I agree...but I think the issue of whether it is cheating or not is a little more intricate than that...
It really would depend on what intensity the thoughts are taking, how much it actually "helps" with that person's capacity to make woopee with their partner, and even what sorts of feelings are involved in the mere thinking of that third party.
(e.g:Some years ago, I had a girlfriend who could only have sex with her man if she thought of her ex...that to me is cheating and fairly twisted, as well as dishonnest. I guess some individuals have a few too many loose kangaroos in the top paddock!)
This obviously would be an extreme example, but it really makes one wonder as to how much we really know of what goes on in other people's heads...
