There is a needle in seat that stops the float bowl from filling up past a designated point. You need to ensure that this is A happening and B happening at the right time.

You can take the bowl off, and blow down the fuel inlet tube, and activate the float by hand. The float 'floats', so check that when it gently goes 'up', that the 'needle' it is pushing into a 'seat' actually seals (i.e. you can't blow down the fuel inlet tube anymore). It only uses the float to raise the seat, so don't use too much force the float up and thus the seat into a sealing position, as that would prove nothing.

There is probably a little crap in the seat or the end of the needle is knackered, either will stop it from sealing.

It may also be that the float height isn't set correctly, and this can make it overflow. Get the service manual as this will tell you how high and how to set it.
