Oxford. Nothing else comes close. All bike shops sell them. Buy one.

Motoline. Nothing else comes close. Discerning bike shops sell them. Buy two - one for you, and one for your best friend.

I'm very pleased with mine - bought it at Motohaus. It expands (natch!), comes with a storm cover, shoulder strap, and some bungy cords, and can be stuck on in the usual way (duh...) or can be tied on using straps, including one which goes around the headstock. It has three external pockets (four, if you count the map pocket with clear cover, on the top), which are handy for putting stuff like keys, cellphone, sunglasses, wallet etc in.
When I bought it, I thought it looked better'n the Oxford ones, yet was less expensive. I've used it only once in expanded mode, which is HUGE. At the moment, I'm using it every day (in unexpanded mode), and can fit my shoes, jeans, lunchbox and assorted bits'n'pieces such as wet-weather gloves in it.
Yet for all that, it doesn't get in the way at all when riding.
A couple of features I really like are the way when you take it off the flaps automatically shut against the base, courtesy of magnets in the flaps and base that are cunningly opposite each other (and opposite polarity). There's also a velcro flap that you can use to fasten the flaps closed for added security.
You can also zip the base off, which makes it usable as a backpack! The base is then usable as just a map holder (see pic).
The only thing I don't like about this bag is that I was too lazy to use the cover in the rain (which is really lazy, as it's a cinch to use) and water gets in around the sides of the map pocket, which is then a bit tricky to dry out completely, requiring being left open for a few hours in a warm place.

I have one I have used only a couple of times. I prefer to use my panniers instead. PM me if you are interested and I can give you the details.
