My point exactly, Putting more regs in doesn't increase the level of personal responsibility that people exercise.

The first one was a farmer on a quad bike who let his dog roam all over the road, luckily none of us were hit.

Out in the country, this is just a normal hazard - although a working dog should be under better control than that. If ours tries the "wander on the road trick", he gets short shrift!
At least dogs are easier to avoid and handle than f**king roos! a dog is easier to see and a well placed kick normally gets rid of them!
A guy I know out Gisborne way, got taken out by a wild goat last year!
